Yupp, to comment out the appropriate entries in /etc/netconfig did the trick for rpcbind.

I gather net.ipv6.conf.all.disable_ipv6 disables assignment of IPv6 addresses to your interfaces, but doesn't really disable IPv6 the protocol entirely. If you want to tell rpcbind to stop using IPv6, comment out the appropriate entries in /etc/netconfig, it should do what you want.
