The first day of the week is set to Monday, and each week is displayed as
a row.
The meaning of "-m" changed in Squeeze. In its place, "-M" was added; see
bug 561403, pkgver 8.0.6, and "debian/patches/ncal_mfdow.diff". However,
"-M" only works if "flag_backward" is set to zero, which is equivalent to
invoking "cal" under a different name, like "ncal". But "ncal -M" produces
the following output:

Each week is displayed as a column, not a row. It's inconvenient.
Summary: "-M" only works with "ncal", and "ncal" forces column-major
output. There's no way to combine "-M" with row-major output, which is
what I got accustomed to in previous Debian releases.
