Why? Why should it violate debian policy, add complexity in
 terms of code to determine  the type and capabilities of debconf
 front ends, keep track of any changes in debconf and front end
 capabilities and detection mechanisms? Just so people can see numbers
 instead of letters?

A good user interface is not dictated by the implementation beneath in. A good user interface just is; it's up to the programmer to hide the difficulties rather than pass them on.
