This is a problem I frequently encounter too. I was about to write a script for devscripts that does exactly what Didier's patch does (add a DEP-3 header to an existing patch / create a new patch with a DEP-3 header). Is there anything blocking the application of this patch or anything we could do to help it get into the archive, or should I add my script to the devscripts package, devscript maintainers willing?
