Hi,
On my homestation I don't have an english locale, but only 'ro_RO.UTF-8' for
LANG and all the others. Because of this the notification from u-a contains
strange characters:

These represent the diacritics in my local language that are not displayed
properly due to the missing header:
Content-Type: text/plain; charset=UTF-8
On Bug#600272 Yaroslav said that LC_CTYPE locale should be used.
