After doing

xvii:/home/vinc17# /lib/udev/keymap -i input/event17
Press ESC to finish, or Control-C if this device is not your primary keyboard

or via sudo, as described in

  /usr/share/doc/udev/README.keymap.txt.gz

a succession of [Return]'s is sent to the window that has the input
focus. The problem seems to be due to the fact that I release the
[Return] key after the program has started (since it is started as
soon as [Return] is pressed) and the system thinks that [Return]
is still pressed, so that the key is repeated. The utility should
first wait for the key to be released.

In the mean time, a workaround is to do:

  sleep 1; sudo /lib/udev/keymap -i input/eventX
