Upstreams who don't maintain a stable ABI for their libraries, but for
which there are external Perl bindings.  Perl modules must use only PIC
code, but one doesn't want to generate regular shared library packages
without a stable ABI.

I'm in exactly this situation with AFS, and it's why the AFS Perl bindings
aren't in Debian yet.
