It only concerns the fail2ban part.

Apache support is now working out of the box with all Munin versions from 
stable to experimental.

MySQL support is still not working out of the box with all Munin version from 
stable to experimental. The problem comes from the missing perl dependency 
Cache::Cache that is needed by the MySQL plugins. "libcache-cache-perl" is 
already a suggested package for "munin-node" but should be IMHO a dependency 
or at least a recommended package.

No, fail2ban-client needs root permissions to communicate through the Fail2ban 
UNIX socket.
