Translation-en is still a translation of a short to a long description,
so the name isn't wrong.

The long descriptions are not translations of the short descriptions. Package descriptions simply come in 2 versions. The long descriptions contain information not found in the short descriptions.
Either way, it's not APTs job to discuss the rename
of these files. As ftpmaster provide them ask them to rename it, but given
that this requires a lot of changes to a lot of software for practically no
gain, i am not sure why they should do that…

Well, it may not be just APT's decision, but it certainly isn't more the archive's decision. I see 2 ways to proceed:

 * Make APT try fetching the future name first and only fallback to
   Translation-*. When that APT version is well deployed, change the
   archive to generate files with the future name instead of Translation-*.
 * Put both files in the archives. When that practice is well deployed,
   change APT to fetch the new name instead of Translation-*.

Both ways require some work in one component and trivial changes in others. My gut feeling says the second way may be more efficient, setting some symlinks.
What software will need to be changed besides the archive and APT?
