It should also be skipped when running in UML. In kbd-chooser, this was
done by grepping "User Mode Linux" in /proc/cpuinfo.

In kbd-chooser, this was done through a medium-priority debconf question
before the actual layout selection, that proposed to skip configuration.

If running on a serial port or UML, the choice gets "skip" by default,
and the priority is set to low.
