I don't see how bugs in isc-dhcp should make this package RC buggy, since it doesn't have a Depends or Build-Depends against this. I would even go for severity wishlist. That being said, I think it would be great that bind9 provided more -dev packages. ntp also has a copy of libisc, and I would like to link against the shared library that exists, but can't.
