Remarkably, resetting BIOS to default values also cured this for me. Debian wheezy as of the time of this mail; Thinkpad X121e w/ Ericsson F5521gw.
I say 'cured': I still haven't routed any packets over it, but I've at least got to the stage that it attempts to turn the modem (past hard rfkill etc.) -- To UNSUBSCRIBE, email to debian-bugs-dist-requ...@lists.debian.org with a subject of "unsubscribe".
