SCIM had a dead upstream for some years, and recently there are someone trying to support it again. But we don't see much hope for it to catch up with the rapid changes in other applications, while SCIM is an input method framework which makes use of some specific features of X, GTK+ and QT heavily.
While SCIM itself is still in a reasonable shape to be shipped with Wheezy, it's Python binding, scim-python isn't. There is no significant user base of this package, or any user visible features in this package aren't provided by other input method platforms. There isn't anybody willing to work on fixing it either, so it's time to RM.
