You need to have polkit-kde running to make use of this... Can you
check if it is running? And if not, usually a restart (or
logout-login) should do it.
This problem is typical for not having a PolKit agent installed& running :P

It must not have been running. apper is working fine as my user now.
Rebooting must have fixed it.
