Should libusb provide any file under /etc/hotplug/ somewhere? Maybe instead of the file in /etc/hotplug.d/ ? What is the difference between them?
Or what is the problem? Is it with hotplug or with libusb? Tracking down the cause of this problem is not trivial to me.
