Yes, this only affects unstable right now; I've tagged appropriately and reassigned so that the blame is shared with libjpeg62-dev itself: we don't want this version of libjpeg62-dev to get into testing before these build dependencies are resolved. libjpeg62 is held out of testing right now by dcraw in any case, because dcraw depends on libjpeg6b and this dependency is also no longer satisfiable.
