I added a close clause to the texlive-bin package closing the
texlive-bin bug.

After the upload of texlive-bin -10 we should close the -base bug by
hand, since no further -base upload is necessary.

Or we push up the texlive-full/texlive dependency and texlive-common
conflict to a higher level and upload also -base. But this is useless
since all is in unstable for now, and we don't have to deal with
intermediate packages in testing.

Frank, could you upload texlive-bin this week and close the base bug
afterwards...
