I do agree that there is a usability issue here. The problem is,
however, that there is no (root or zope emergency user-like) "original
admin" user in phpGroupWare.
My long term (post-sarge) goal seems be automating the "setup" step, but
I'd rather leave fixing up the acl stuff one way or other to upstream,
not least because they're extremely helpful with the Debian bugs.

True. The screenshot was what made me think that you might have missed
the user permission part.

I'll have "normal" until I do the README.Debian and lower the severity
when this is done.
