How do you think this isn't? The "Save AutoRecovery information" (in Tools->Options->Load/Save->General" *is* on and set to 15 minutes per default. Maybe you set that to off in your local config? Or do you mean the "Always create backup copy" thing? Which seems to be something different, though.
