Hi,
I'm unable to reproduce this, and it seems to be an error due to a
temporary broken B-D:
ghc6 (6.6.1-2) unstable; urgency=low
* ghc6-doc now depends on haddock as it needs to run
gen_contents_index in postinst. Closes: #423561.
Both versions (6.6.1-1 and 6.6.1-2) have exactly the same content, but
the second runs (successfully) a postinst, which IMHO is responsible for
the creation of the missing file(s).
I'm closing this bugreport accordingly, although you might want to
version your B-D on ghc6-doc to ensure you're picking the fixed one.
