It's been solved for new installs or upgrades, but in order to fix your system now that it's broken, you need to manually reinstall some packages with "dpkg --force-confmiss". Please get the deb files for texlive-base, texlive-base-bin, texlive-latex-base, texlive-latex-extra texlive-pictures (they might already be in /var/cache/apt/archives, but make sure you got the recent ones) and install each of them with dpkg -i --force-confmiss <name_of_the.deb> Don't care if the configuration of one or more of them fails, just proceed until the end, that should fix it, and finally all should be configured.
