Justification: Policy 3.10.1

 heavily rely on the ability to do unattended installs of debian and as
 of recent the locales package has started prompting, which causes my
 build process to hang indefinetly. I have always relied on the
 non-interactive settings of debconf to solve this and now it seems the
 package is ignoring that.
