seems like you need a dependency on apache2.2-common:

Hi,

I've written about a month ago that I was unable to come up a scenario 
in which the reported problem would take place. torrus-apache2 
depends on apache2-mpm-worker | apache2; apache2-mpm-worker and all 
packages providing apache2 depend on apache2.2-common. I've tested 
that installing apache2-mpm-worker and dependencies results in 
creation of (empty) httpd.conf file, so the mentioned command works 
fine. I'm closing the bug, feel free to reopen with additional 
information on how to reproduce it.
