8bit encoded emails using a charset of ISO-8859-1 have their body
converted to UTF-8 by Amavisd-new.
The resulting mail delivered to the recipient still has a header
announcing the ISO-8859-1 charset, but the body has really been
converted to UTF-8. This altered mail is then hard to read in any client
email progra, having all accented characters wrong.
I tested it with Spamassassin disabled, to make sure it is really an
Amavis problem. I also tried adding LANG=C to the startup script, but it
didn't change anything. The output of debug:

Correct. perl-5.8.8-7 has libnet-perl 1.19. I presume that the
sumbitter had a locally installed version of libnet-perl (via CPAN?).
