The apt-proxy-v1tov2 script seems broken as it creates in the
v2 configuration file something like:

which prevent apt-proxy to start:

apt-proxy-v1tov2 seems to use the RSYNC_TIMEOUT value from
apt-proxy.conf which is set in the old format preference file:

#       Number of seconds for rsync to wait before timing out.
RSYNC_TIMEOUT=30

By changing the timeout value in the v2 configuration file, apt-proxy
starts and works correctly.

I don't think that stopping because a value is defined to empty in a
configuration file is normal. This should be catched by the program,
shourdn't it ?
