Package: network-manager
Version: 0.6.5-5
Followup-For: Bug #432322

is there no way to fix networkmanager to *NOT* take the interface down
when it is stopped?

otherwise the simple fix is to tell people to reboot their machine *OR*
restart dbus (which should not be done if there are open connections...)
