No, it does not:
| Version: 2.2.105-3
| Depends: libglib2.0-dev, libsoup2.2-8 (= 2.2.105-3), libxml2-dev
And I would say this is correct as libsoup does not export the libgnutls
API. The pkgconfig file is wrong.
