/usr/bin/awk is a symbolic link to the real awk alternative installed on
your system.
If I understood your report correctly, you was installing a new Debian
testing system. While still at the first installation run, you was
downloading/unpacking/configuring both awk (which one?) and libpaper1. I
wonder if it is possible that the awk link was not yet there when
running the postinst script for libpaper1.

Is this correct? Could you please run this command as root?
# /usr/sbin/update-alternatives --list awk
and send me its output?
