Cacti configuration hangs, with the last displayed line being 'dbconfig-common: 
flushing admin password'. Inserting diagnostic echos in 
/var/lib/dpkg/info/cacti.postinst reveals the following line to be the problem:

ucf /usr/share/doc/cacti/cacti.apache.conf /etc/cacti/apache.conf

Running that command by hand resulted in an immediate return with no errors, so 
I commented the line out and attempted to install again. The install completed 
with no errors.

(I'm not positive this should be a 'grave' bug, but since it can't be installed 
 it seemed to fit the criteria. Feel free to re-classify)
