Hi,

I will downgrade the bug to serious because:

 - this package doesn't exist in woody.
 - the user changes aren't preserved

How to reproduce:
Install pdns-server
Remove pdns-server
Change the parameter: local-address (for example)
Install pdns-server
Then the value local-address is back to the one in debconf and that's
not right.
