Bugzilla is a pretty heavy package to maintain, because of this: upstream deprectates quickly major releases while Debian provides a long-time support. This is one of the major reason why I orphaned Bugzilla in the first place: that needs a big amount of non-stopping work. I do think this must be handled by a team rather by a one-person maintainer. That's why I frist tried to set up a Webapps Team to maintain the package but there was no volunteers to join the maintenance. Good luck with it. Tell me if I can help anyways.
