reopen 485610 thanks OFTC-Hybrid is based on Hybrid which is based on 2.8, which has no license exception. It is not allowed to add a license exception onto a derivitive work.

It does not matter if OFTC-Hybrid claims to have an exception or not, the exception itself is invalid because not all of the copyright holders have agreed to it (otherwise, all IRCds would have this exception, not just oftc-hybrid).
