I've spend way too much hours trying to solve this problem. Now I've searched 
Debian BTS only to find that it was resolved years ago. Yet now it's
still open. Trying to use pam-cracklib module in /etc/pam.d/passwd without 
having installed any package that provides wordlist renders passwd
unusable. When trying to change password one gets:

passwd: Critical error - immediate abort

Thats why severity is grave.

Hi.  You had reported that libpam-cracklib should depend on a wordlist
package.  That's certainly true.  With the release of Debian 3.1 I'm
pleased to report that this issue has been fixed.
