This dialog is not supposed to be displayed at all. Can you verify that
the /usr/lib/iceweasel/defaults/preferences/vendor.js file contains the
following:
pref("browser.EULA.override", true);
If it doesn't, please reinstall iceweasel from a debian mirror.
If it does, try turning the "pref" above into a "lockPref" and see if it
works better.
