Package: qhull
Version: 2003.1-10
Severity: serious
Justification: FTBFS

This package FTBFS when no network connection exists. This is probably what
happened in the last autobuild on hppa [1]. This happens because the
template XML file for man pages (debian/manpage.xml) contains an URL
external entity definition. Access to this URL is tried when the entity
file cannot be found in the system.

The fix for this bug is extremely trivial, just build-depend on
dockbook-xml, which provides the required docbookx.dtd file.

[2] The debian/manpage.xml file starts with:
    <?xml version="1.0" encoding="utf-8"?>
    <!DOCTYPE refentry PUBLIC "-//OASIS//DTD DocBook XML V4.2//EN"
    "http://www.oasis-open.org/docbook/xml/4.2/docbookx.dtd"; [
