If I put a params file in /etc/bugzilla3 then run the upgrade and
watch the directory I see params move to params.old and then
params.old gets deleted and bugzilla complains about a lack of params
file. This also kills my bugzilla installation which will not run
without a params file. Sadly I don't know if I have a backup of my
params file with my current setup in it.
