Package: dbmail

The 'dbmail' package FTBFS because the postgresql header are now 
in /usr/include/postgresql/8.0 instead 
of /usr/include/postgresql.

The attached patch 'dbmail' fixes this (and an additional gcc-4.0
compilation error).
