I don't see why a Depends is needed, the Recommends seems fine and the Replaces should solve the reported bug?

Without the Depends, if someone has gpsdrive < 2.10~pre4-5 and installs gpsdrive-data, gpsdrive will be removed which is certainly not the intended behaviour.

Why would gpsdrive be removed, you don't use 'Conflicts: gpsdrive', do you?
