available in sarge, rendering partimage uninstallable in sarge.  libnewt0

I don't know where you were getting these packages, but there is no
partimage or partimage-server package in sarge.  The only current versions
of these packages are the ones in unstable, which correctly depend on
libnewt0.51, which you clearly have installed...  So I see no evidence of a
Debian bug here.
