After an email with and xfce person I realized that the real grave bug
is that gdm is launching gnome-settings-daemon in an xfce session,
which is what blocks xfce from loading.  That's a gdm bug so I have
cloned this bug and assigned it to gdm.  The bug as far as aptitude is
concerned can probably be downgraded.
