This change was deliberate and is documented; see this note in
/usr/share/doc/findutils/NEWS.Debian.gz:

findutils (4.2.31-2) unstable; urgency=low

  * locate is no longer included in the findutils package. It has been split
    off to a separate package "locate". (There are alternative implementations
    available, too; see mlocate or slocate.)

And as your bug report shows, findutils now suggests "mlocate | locate
| slocate".

That said, I agree that silently losing your locate utility during an
upgrade is a bad thing, and would probably confuse a lot of people. As
such, I wonder if the findutils maintainer should change this Suggests
to Recommends, at least for Lenny.
