So, as I understand it, the current initramfs-tools uses udev if it is not installed and doesn't use udev if it is installed. At least in the case of waiting for udev to settle.
However, initramfs-tools depends on udev. So, the effect of this bug seems to be that you don't wait for udev to settle. How is this actually breaking things annd making the package unusuable? I'm uncomfortable NMUing this patch because starting to wait for udev to settle this late in the release process might expose some race conditions.
