the autoconf in debian was used to regenerate the configure files, which didn't
work anymore with a recentlibtool. a first quick hack was to include the
autoconf2.59 sources in the gcc-4.4 package, which is now replaced by a
dependency on the new autconf2.59 package. the patch rules in the .dpatch files
have to be adjusted. In 4.4 Arthur did centralize the auto* stuff, a bit too
much, because now every auto* file gets regenerated even for a change in a patch
which doesn't touch any auto files. We have to be a bit more selective.

For gnat-4.3 it should be enough to use the *2.59 versions of the tools.
