Does IceWeasel use the same UUID as Firefox (ec8030f7-c20a-464f-9b0e-13a3a9e97384)? If so, then you just need to upgrade the ancient FoxyProxy package to a more recent version -- 2.13 is the current one. We've included support for Firefox/IceWeasel 3.5 and above for a long time now.
