Package: libsndfile1-dev

Justification: renders package unusable

Hi,

since the latest (August 2nd) libogg package no longer ships libogg.la,
libsndfile.la now references a non-existant libogg.la, which leads to
link failures when trying to link libshout with libtool.

Not sure what the right fix is (rebuild package against newer libogg?
drop libshout.la file as well?)

(Also see bugs 540109, 540169 and 540171 for the libtheora, libvorbis,
and libshout2 equivalents of this bug. I've also seen 539889, but it
seems to aim at something slightly different and is not as grave as
this one, so I decided to file a separate bug).
