For apt-proxy: no idea
For apt-cacher: it uses a flat structure, so yes.
Its weakness is also handling of different versions of a package file
having the same name. This should not happen with official mirrors and
sane off-tree maintainers care about avoiding collisions... but stupid
evil local users could try to poison the cache downloading faked package
files if the mirror access is not limited in apt-cacher's configuration
;-) OTOH they would have only limited success and they should expect
punishment from the server admin...
