The source package appears to be using a dh_ command but doesn't build depend on the package that actually provides it. If it uses it, it must build depend on it. This is a bug filed due to a lintian warning (see above). There is a possibility that lintian is wrong, and either there is a false positive in the lintian test, or there are logical reasons that the policy should not apply to this package. If that is the case, please add a lintian override, and close this bug with that explanation. Filed as serious since a package with these files will currently get this package rejected.
