Sorry, somehow I failed to notice the above question before now.  At
this time nagios3-common v3.2.0-4 appears to have been installed and
configured normally for me on sid with htpasswd from apache2-utils
v2.2.14-3 on a i686 platform.  I do not know what htpasswd was in use
when this bug was reported.
