See my other mail to the bug. It was configured (I remember from the
output on the screen) successfully (no error message) right before
texlive-base, but the configuration attempt of texlive-base
"unconfigured" it.

Now that I reinstalled texlive-binaries, it stays configured even
after "dpkg --configure texlive-binaries" fails. Naturally,
configuring texlive-base is not even attempted because it depends on
texlive-binaries.
