http://lists.laiskiainen.org/pipermail/apt-rpm-laiskiainen.org/2010-May/thread.html,
raises serious questions about the upstream version apt-rpm.
I just tried to help with an RC bug.  I don't use it myself.
I think that actual users of apt-rpm.deb should comment.

http://lists.laiskiainen.org/pipermail/apt-rpm-laiskiainen.org/2010-May/000916.html
has a suggestion on building from git HEAD.

I think that substituting int_32 with int32_t in
../apt-pkg/rpm/rpmhandler.{cc,h} will partially solve the
building difficulty with the current source.  There is no need
to make that substitution in ../include/apt-pkg/rpmhandler.h,
because that file is copied during the build from
../apt-pkg/rpm/rpmhandler.h.  It could be that similar patches
can make the current Debian source build-able.  As I wrote, I
don't know how useful the resulting package will be.
